Bug Description

There was an issue in the nagios relation and when it was updated it wasn't corrected because the charm does not support all of the correct interfaces.

Per IS: readding the relation helped but I had to remove old check manually, proper support for nrpe-externam-master-relation-{departed,broken} would be good

Also some permission tweaks

    so nagios part looks fine now, checks have correct names and so on but there is permission problem, nagios can't ready
    check-app-access.sh: https://pastebin.canonical.com/105439/
    it might be the best for the charm to copy check to /usr/local/bin/ or somewhere and set correct perms
