Bug Description
Haproxy charm defines a monitoring-port configuration item, but the port is not accessible because open-port is not called on it.
Suggested fix
* change the monitoring-port default to -1, which will imply not used.
* if the monitoring-port is changed to a different value, enable this option and call config-changed.
