Relating two services to haproxy will result in only one of them being served

Bug Description

The haproxy charm does not work with more than one thing related to reverseproxy. But it should work fine.

Try:

juju deploy haproxy
juju deploy dokuwiki wiki1
juju deploy dokuwiki wiki2
juju add-relation haproxy wiki1
juju add-relation haproxy wiki2

Now go to both wikis and make the web page unique. You will see that from the haproxy IP, only the last one to finish relating is served.

Tried it now, but I am not able to get it working for my use case, see new bug #1154179.
