Increase number of open files in upstart configuration

Bug Description

After the change to upstart, the limits in /etc/security/limits.conf are not honored anymore
(see https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/938669)

As a result, the default number (1024) of open files is applied which is a really low number.

I propose to dynamically update the upstart config file with the number of worker * worker_processes + 1024.
