No configurable administrative user on the etherpad-lite charm

The eitherpad-lite charm deploys the etherpad service pretty well, however it leaves it in an inconsistent state. As juju is managing the settings.json file - and does not populate with a configurable administrative user there is no way to really 'manage' the instance without ssh'ing into the unit and manually maintaining the settings file.

My feeling is that this should be added as a configuration option to the charm.
