Bug Description
Neil Wilson from BrightBox reported that he tried to use the kubernetes charms on the version Juju that installs with Ubuntu. The ectd charm fails because "is_leader" is not a valid command before version 1.22.
Installing latest Juju from the PPA fixed the problem.
We should attempt to fix this problem and if we can not, document that as a limitation in the Kubernetes work and in the etcd readme file.

This is currently fixed in the MASTER branch of the upstream github repository. Still pending a release to correct the charm store version of the ETCD charm.
