Bug Description

Upon fresh install, the following entry was missing from local_config.py

```
oops_repository = '/srv/daisy.ubuntu.com/production/oops-local'

```

As a result, the default value of `/srv/local-oopses-whoopsie/` was used, lreading to an issue as the charm do not prepare this directory with the right permissions.
