Bug Description

This was deployed as part of the openstack-base bundle. Not sure if this is the right place to report

2015-11-22 03:56:27.117 25576 ERROR cinder.api.middleware.fault [req-3f057379-6991-4521-a9f3-e4300eab4a01 f3fb0c05adfb4032b50fccb4324176aa aeacc2bc547348849dea46e3108fc135 - - -] Caught error: Authorization failed: Unable to establish connection to http://localhost:5000/v3/auth/tokens

this also caused a popup window when trying to modify volume quota's in horizon.

adding

[keymgr]
encryption_auth_url=http://10.200.0.16:5000/v3

to cinder.conf seems to have fixed the problem, but a new warning
