Bug Description
We have reasonably options for providing load balancing (eg. by using apache2 with haproxy), but no true high availability that provides a virtual IP failover.
It would be great if the apache2 charm would provide eg. the hacluster interface.

This is needed to provide High Availability of SSL endpoints that are terminated by apache.
Many charms that do not support an SSL endpoint directly could use apache as reverse proxy to provide an SSL endpoint.
Support for hacluster relation would provide a VIP and multiple units so as not to be a single point of failure.
