Bug Description

This charm is meant to deploy Ubuntu. It installs nothing, and provides nothing. Use cases include pre-provisioning servers (juju deploy ubuntu -n 5, then remove the units and deploy services onto them as needed), and also just a disconnected non-juju-charmed machine that is needed briefly.

I've reviewed your charm.

No blockers, obviously, however I think the install hook could be a little more useful, primarily running an apt-get update and then an apt-get upgrade in order to ensure the image is as up to date as possible. Given that most install hooks do this already it'd cut down on startup time for other charms.
