Bug Description

We needed a charm for OTRS2, a open source ticket system for service desk.

Here's the upstream source: http://www.otrs.com/open-source/source-code/

It's also in the archive under "otrs2". An ideal charm would have the option of using the latest upstream version behind a flag.
