difference between ~ec0etckeeper and etckeeper charm

There seems to be a difference between the promulgated version of the etckeeper charm and ~ec0:etckeeper.

I get the following error when relating the ubuntu with etckeeper, which is promulgated.
2020-03-18 17:12:34 ERROR juju-log Unable to find implementation for relation: requires of juju-info
It looks like etckeeper is never actually installed using this version of the charm, but everything works correctly when using the ~ec0/etckeeper version of the charm.

If there is in fact a difference, I think the ~ec0/etckeeper version should be promoted to the promulated version to make it clear to everything that they should in fact use the correct version.
