ceilometer gets the vip of keystone

Bug Description
we deployed openstack mitaka with JUJU 1.25 and MAAS 1.9.3 in HA mode. After deployment keystone authorization failed because vip of the keystone did not respond. After further investigation we found out that ceilometer has the vip of keystone and keystone is not configured with vip.
This does not happen every time but happens once in a while. Also one out of three labs are having this issue.
