Bug Description

There is no extended status message set if license_accepted or curl_url are not set.

Also, if the curl fetch fails, it won't retry unless the curl_url, curl_opt, or license_accepted configs are changed.

I don't see a code fix in trunk (or any proposal). Please add a link when a fix is ready for review. Moving this to "Incomplete" for now.
