New Charm: IBM Installation Manager

Hi All,
Here is a new charm IBM IM for review.

To test this charm, a license to IBM IM is required.

You need to get a IM license for at least IM version 1.8

Deployable ibm-im layer charm can be found in the below repository.

Hi Shruthima, as discussed on our recent interlock, Matt and I wanted to see how this charm would look when using Resources and Terms, and I believe we have all the kinks worked out. We've opened a merge proposal for you to consider:

This makes deployment much simpler, and also lowers the code maintenance burden since we don't have to handle hosting these binaries for the charm to fetch. Let me know if you have any questions/concerns.

The merge proposed in comment 5 had an error where the amulet test was waiting for the wrong status message. That has been fixed:

Hi Shruthima,

This looks good and is a nice example of using the new Resources and Terms features. Great job! As you know, automated testing will not be available for this charm since we cannot currently transfer proprietary resources nor accept terms in an automated fashion. However, we were successful in manually exercising this charm and will not hold up promulgation due to the automated test issues.
