New Charms: quobyte-api

Here is a new charm for juju,

quobyte-api is a component of the Quobyte Storage System.

Quobyte is a distributed file system that turns commodity servers into a unified software storage system.

The basic setup consists of 5 charms:
- quobyte-registry
- quobyte-data
- quobyte-metadata
- quobyte-api
- quobyte-webconsole

This charms make use of the Juju Storage support.

Since Quobyte is commercial software for a full installation a customer repository Id is needed.

In the present revision of the charm the functional testing is not part of the charm, but implemented in an external framework.
