hook-failed on neutron-gateway node after running tempest

When deploying from http://bazaar.launchpad.net/~openstack-charm-testers/+junk/tempest/view/head:/default.yaml (revno 61), and then running tempest on the resulting cloud, neutron gateway shows a hook failed:

I will attach a deployment log to the bug.

When logging into this node, it reports quite a few ovs issues. Adding logs regarding this.
