Bug Description
If cinder is using Ceph as backend, rbd driver needs to use Glance api version 2 to be able to benefit from copy-on-write cloning on image to volume i.e. when doing cinder create --image-id <img> <vol>. Unless API version 2 is specified in cinder.conf, API version 1 is used (default) which does not provide direct image url.
