Bug Description
Whenever an external ceph client uses custom key capabilities, these are correctly unset after a charm upgrade. This is because these clients use broker requests to properly set the capabilities. After a charm upgrade, these get reset, but are never restored due to broker requests being already handled. This problem has been reported by users of the K8s control plane charm.
