charms.ceph sync tool does not recognize a git branch

Bug Description
Similar to how we cut stable branches of charm helpers, then update the charm helper sync tool to pull from the stable branch, we need to cut a stable branch of charms.ceph, and update the stable charm to only sync from the stable branch of charms.ceph.
However, the charms.ceph sync tool does not accept a git branch. Please add this capability, ideally before the 20.02 charms release. Thank you.
