cannot deploy to google or azure - install hook errors

Trying to deploy CK to Azure or Google clouds results in install hook errors for all 3 kubernetes-worker units.

The logs don't give much info

Do you have a specific charm bundle or channel that doesn't work?

I just deployed `latest/stable` to google cloud without any hook errors.

```

I was greeted with a happy k8s cluster and 9 jammy machines, all of which were active/idle
