Error message leads user to believe they cannot create a charm not based on Ubuntu package

Bug Description

charm create requires a package name, and that package must be in your apt cache.

That means that if you don't want to use a package as the base you have to create all
the files by hand.

Just my $0.02, you can also deploy charms using packages from a PPA if you wish so

I tried again and it creates something usable, it just looks like it fails from the error message.

Will work on the message that is emitted when charm create is used without a package name.
