charm test cannot bootstrap a local environment

Bug Description
Running `charm test -e local -v` gives me the following error:
➜ git (bzr)-[git:22]-% charm test -e local -v
juju-test INFO : Starting test run on local using Juju 1.24.2
juju-test DEBUG : Loading configuration options from testplan YAML
juju-test DEBUG : Creating a new Conductor
juju-test.conductor DEBUG : Starting a bootstrap for local, kill after 300
juju-test.conductor DEBUG : Running the following: juju bootstrap -e local
Bootstrap failed, cleaning up the environment.
ERROR there was an issue examining the environment: failure setting config: mkdir /.juju: permission denied
Running charm test on an ec2 env seems to work ok.
