Bug Description
during the promulgation command, if you dont specify the series when you prom it - it moves the branch tip before it promulgates the series branch which in turn causes the owner to return as 'charms' - because promulgate fetches that branch tip instead of the lp:~charmers/charms/foo/bar
Proposed fix: Require series to always be specified on the command line or promulgation should fail to take action - as its causing problems by assuming precise.
