Bug Description
We did a charm school today and it almost took us as long to write an upstart script as the charm. :)
So the idea is if someone does `charm create myapp` we should include a template for an upstart init script so they can have something that gets them most of the way there out of the box.

I agree that it would be helpful for charm-helpers to include template tools for upstart scripts, but the 'charm create app' command isn't in scope for charm-helpers. I believe charm-tools is the project you're looking for.
