Bug Description
The 'charm subscribers' command can already do this. It should be run automatically somewhere so that as soon as a charm's maintainer changes, the maintainer is subscribed.
Errors will happen.. some maintainer email addresses aren't public or don't exist at all on launchpad and so that will have to be resolved manually.

The script must be run (oauth) as a member of ~charmers because they are granted the privilege to subscribe users to packge (charm) bugs.
