CI job output artifact upload takes very long time some times

The above link returned a 404 at the time of result publication to Gerrit.

When I review this bug several hours later the link is valid, so it appears to be a issue of the upload taking a long time.

The result was reported at 18:58 UTC+2, at 20:45 UTC+2 the referenced juju crashdump still gives a 404 error.

Verdict appeared 1AM UTC, at 4AM UTC the crashdump artifact gives a 404
