nested virtualisation errors on serverstack

Bug Description

ciguapa guests failing and the following error is produced in syslog

syslog.1:Aug 29 05:46:05 ciguapa kernel: [18805007.830761] nested_vmx_exit_reflected failed vm entry 7

For the moment ciguapa has been disabled as a hypervisor from OpenStacks pov.

This is very similar to https://bugs.launchpad.net/cloud-archive/+bug/1739585 but apicv is disabled already.

Checked out this bug https://bugs.launchpad.net/ubuntu/+source/libvirt/+bug/1830268/ but doesn't look like thats the problem

# virsh domcapabilities | grep vmx
      <feature policy='require' name='vmx'/>

ciguapa has been dist-upgraded and rebooted and is running nested kvm again without error

All hypervisors where dist upgraded on 2019/08/30. Disabled hypervisors were reenabled today.

Previously disabled hypervisors were: ciguapa, clerke, flemming and mutus
