Bug Description

This file exists in bot-control:
$ ls -l config/charm-single/neutron-dynamic-routing-xenial.yaml
-rw-r--r-- 1 frode frode 63 May 19 09:58 config/charm-single/neutron-dynamic-routing-xenial.yaml

$ cat config/charm-single/neutron-dynamic-routing-xenial.yaml
neutron-dynamic-routing:
  openstack-origin: cloud:xenial-pike

However during charm-single test run:
