Bug Description

We need to query the charm store for all currently-recognized series and check that all series declared in metadata.yaml are recognized -- and we need to do this in gate so that an unrecognized series cannot be committed to a charm repo, which subsequently causes charm store pushing/releasing to fail.

The current charm store api does not appear to provide such a mechanism, so I've raised the following to request and track that request:

Once that is resolved, we should implement checks surround series validity.
