Grafana panel 'Errors & Drops' should not hide series

Bug Description
I am investigating failures in a cloud and I have noticed that the 'Errors & Drops' panel in the Telegraf Host Metrics dashboard only displays drops.
The queries are correct, but since the 'hide series with only nulls/zeros' options are set, it appears as if the dashboard is broken.
I suggest empty series are no longer hidden to make it explicit when errors (or drops) are absent.

This issue was pending long time. Is it still valid?
Furthermore, soon or later, the monitoring system will migrate to COS. Telegraf will be replaced by grafana-agent. Therefore, we won't follow up this issue. But welcome to reopen it when anyone encounter this issue again.
