Bug Description
A recent commit had broken the dashboards from being imported to grafana when the dashboards relation was added. This bug is to ensure we create a functional test to catch this in the future.

Soon or later, the monitoring system will migrate to COS. Telegraf will be replaced by grafana-agent.
