Bug Description
Upgrading from trusty to xenial, I am left with several broken service checks. For example:
CRITICAL: failed to get properties of 'swift-object' from upstart
During a series upgrade, we are apparently not hitting function update_
Workaround: run a config-changed hook manually.
Charm version used: 20.05
