setup_storage() skips devices if mounted, even if not dm-crypted

Bug Description

In swift_storage_utils.py, setup_storage(), the code presently skips devices if they are already mounted. It looks like this was intended to help deal with encrypted partitions, but this hit us on a couple of newly added swift-storage nodes which did not use encryption but where the disks were already mounted to /src/node/<subdir>.

Depending on the configuration of the charm, this is by design. Can you please include a bundle that you are using in which you see this so we can determine if this is a charm bug or a misunderstanding of the charm configuration options?

After doing that, please reset this bug to new!
