Bug Description

With already-mounted disks swift-storage fails to add devices even with overwrite=True

Afaict this is because in lib/swift_storage_utils.py:L496 is_device_mounted(dev) is called before consulting "reformat", thus the device never gets added to the prepared_devices list

I'm closing this as invalid as the charms now take an entirely different approach to cleaning disks, and the swift-storage charm should as well, as documented in https://bugs.launchpad.net/charm-swift-storage/+bug/1819700
