Bug Description

When swift objects are quarantined by the auditor they aren't automatically pruned and require manual intervention by the operator[1]. This can cause a problem with disk usage when the quarantine directories begin to grow in size. It would be useful for the swift-storage charm to monitor swift disks for quarantined directories and produce an alert when they grown past a certain size.
