Bug Description

Steps to reproduce
------------------

This can be reproduced by running the OpenStack upgrade tests [1] with an OpenStack Ussuri bundle containing a clustered swift-proxy. This will eventually:

1. Deploy OpenStack Ussuri
2. Successfully run tempest
3. Upgrade from Ussuri to Victoria
4. Run tempest again.

On step 4, tempest will fail on the object_storage test case with Connection Refused to https://<swift-proxy-vip>:8080 . You can also hit yourself "Connection Refused" by simply running this after the upgrade:

$ openstack container list
