Refactor charm to remove the sqlite db

Bug Description
Currently the charm stores the replicator servers in a sqlite db.
All the replicators are stored in the relations with the rsyslog units and on the configuration of the charm.
A better approach would be removing this db and relying only on relations data and charm configuration to retrieve all the information when it is needed (implementing the missing hooks syslog-
