Add monitoring to duplicate beam/epmd processes running

We have had two failures in the wild where the rabbitMQ unit will have two beam/epmd services running at once. This is very hard to detect as the cluster seems otherwise healthy but will lead to intermittent messaging failures. Please add a health check to confirm that only one process is running or validate that the owner of the PID lock is the only process running.
