When deferred restarts are enabled the charm does not do the package update when source is updated

When enable-auto-restarts=False if source is updated to expose a new version of the rabbitmq-server package, the charm should update update the package but not restart rabbitmq-server. However, at the moment the config-changed hook is deferred but the package update is not run.
