Cluster name not updated on removal of leader unit

Bug Description

When removing the leader unit from a rabbitmq-server cluster the cluster is left in a operational state, but it's name is still held by the departed leader units hostname.

This could lead to end-user confusion and/or issues unforeseen at this time.
