Charms functional tests intermittently fail

The functional tests intermittently fail due to a failed ping of the guest during the testing:

Setting to invalid; the charm functional tests in zosci appear a lot more stable and the failures are not due to ping timeouts.

Setting to invalid; a lot of work has been done on gate and in reducing technical debt in all the charms during the charmhub migration and according to the zosci jobs, this is no longer an issue.
