upgrade-series complete on non-leaders does not resume hacluster

Bug Description
In a 3-node installation, I upgrade all units from xenial to bionic by:
1. pausing non-leaders (both principal and subordinate)
2. upgrade-series prepare / do-release-upgrade / upgrade-series complete on the leader
3. repeat step 2 on non-leaders
When I run upgrade-series complete on the leader both the percona principal and the hacluster subordinate resume, but when I do the same on the non-leaders only percona does. I have to run resume on the hacluster subordinate manually.
I have seen this twice, both during the trusty to xenial upgrade, and also now upgrading from xenial to bionic.
