Series upgrade fails if all units are paused

Bug Description
If all units of percona are paused (and the corresponding hacluster units) prior to a series upgrade then upgrading the first unit will fail when it comes to run the post-series-upgrade hook. If the first unit is not paused then the error does not occur. At the moment I do not know if the error is caused by pausing the hacluster charm or pausing the percona charm but its the percona charm which goes into an error state
