Bug Description

Parameter networking-tools-source points to ppa:openstack-charmers/networking-tools by default. Adding PPAs to a system breaches some site's security agreements, and it would be preferable to have these packages in the cloud archive or distro where we expect Canonical's OpenStack packages to be. Can we not get them added to the official repos rather than in a PPA?

In particular this caused problems on one air-gapped site where the repos are mirrored, but PPAs not.

While it would be ideal to have the sriov-netplan-shim and mlnx-switchdev-mode packages in distro and UCA they are in essence stop gaps to enable functionality while we await features to find their way into system tooling.

Is the problem that the charms do not honor proxy and mirror settings, or is it a question of policy to allow access to the PPA archive servers?
