Bug Description
The ovn-central currently provides limited monitoring options: when related to nrpe a few systemd service checks appear, but nothing about whether ovn is actually functional.
With the shift to the COS we should provide metrics about ovn internals and related alerting rules.
This is basically the COS variant of bug 1897816; I'm keeping the two bugs separate for clarity.
