Bug Description

The ovn-central charm available in 22.09/edge channel installs the prometheus-ovn-exporter, but it's not possible to attach it as a resource. This would allow a workaround for bug 1994167 (attaching a local build for s390x), but also enable air-gapped installations, this is a common pattern across charms.
