Bug Description
This bug is to request a new nrpe check that alerts when the distribution of routers among chassis is not even.
Ideally this nrpe check should:
1.raise a warning when one chassis has more than [(total number of router)/(number of chassis) + Warning threshold ] assigned to it
2. raise a critical when one chassis has more than [(total number of routers)/(number of chassis) + Critical threshold ] assigned to it
