Bug Description

e.g.

If I have 3 ovn-central servers, ensure that all 3 are listed (and no others!) as part of the following output:

# ovs-appctl -t /var/run/ovn/ovnsb_db.ctl cluster/status OVN_Southbound

    df7c (df7c at ssl:10.100.138.42:6644) next_index=103413 match_index=103412

This feature probably needs to be considered against the proposals for the new monitoring stack: https://juju.is/docs/lma2 -- however, during transition and to support existing installations then it may still be needed.
