When I deploy just one unit, I get no error, no warning, it just would not get certificates from vault.
Documentation should say "odd number of units, but at least 3"
Ideally application status should say there are not enough units to finish a deployment

Improve messaging for required relations
At present the `certificates` relation will report as missing
until Vault is equipped with a root CA to issue certificates.
The `ovsdb-peer` relation is also not listed as required even
though peers are required for the charm to operate.
